System and economic policy everycountry is different although still there is a equality. It system and economic policy usually appropriated with circumtances in every country. But there is same purpose that is to push economic growth and finalaly can happen social justice in that country. Implementation it economic policy can do with push growth some sector. Growth some sector to push economic growth need to do in order to not occur some culmination point of economic growth. One of many sector that need to push to push economic growth is tourism sector. Tourism sector handle importanat position to push economic policy because this sector can direct touch any people that when this sector have multipler effect and this sector can push growth of riil sector and handicraft industry. So for it every county effort to developing tourism sector. Nowadays, developing tourism sector be focused in developing suistenable tourism. Developing suistenabale tourism be meaned in order to growth of tourism sector can enjoyed every people especially local society and order to growth of tourism sector can according wih environment conservation. In order to develoving of tourism can according with environment converservation, of course needed hard work to reach this point. Both of them, goverment and private must together to grow suistenable tourism. Private sector and goverment can not individually to grow suistenable tourism. For it needed right regulation to reach it’s.
Nowadays tourism sector not just as additional sector to push economic growth, but more than it, that is as one of some sector that give big position to push economic growth and handle big position in Gross Domestic Product. Some country that it tourist can be called development such sa Switzerland, If in ASEAN there are Singapore, Thailand, and Malaysia, tourism sector have been become a backbone of their economic. So, budget to developing tourism such as for promotion and increase tourism facility also big. Nowadays, in global era where mobility person by person not again limited in teritory border, developing tourism not only limited in domestic market but also in international market. Domestic market and international market similiar important because every market have superiority. Superiority of international market is we get devisa from abroad (not only turbulation of money in domestic) in order to country income from devisa sector can increase. Not only it’s, mostly foreign tourist also expensing more much money to buy some handicraft and antique product also enjoy some tourism facility such as bunji jumping, banana boat, etc than domestic tourist. Mostly some country in developing tourism industry for international market be focused in neighbor market because neighbor market give mayority foreign tourist that come in some coutry. This is because fee that used to trip more less, and they have bored with tourism in their country.
Although developing tourism with international market become a priority, but developing tourism with domestic market can not ignore, because domestic market is market that can defense toward political fluktuation in some country. If happen instability of political situation in some country, foreign tourism that come will decrease. Otherwise with foreign market, domestic tourist usually not infected with political circumtances fluktuation. For it, would the tourism enterprenour may not ignoring domestic market. Because nowadays tourism industry inclined ignore domestic tourist. They think that foreign tourisn better than domestic tourist.
Developing cultural tourism also may not be ignored, this important because tourism industry often make negatif impact such as prostitution and violence, environment destroy and etc. For it cultural tourist must be increased in order to local cultural not be destroyed by foreign cultural that often make a negatif impact.
Nowadays in millenium era, everycountry struggle to developing tourism sector. And nowadays, developing tourism sector be focused in developing suistenable tourism, concept and implementataion of developing suistenable tourism in every country of course is different. For it’s in this concept i will comparation concept and implementing suistenable tourism in 2 country that different . Those country are India and Costa Rica.
Firstly i will describing concept and implementing suistenable tourism in India
India is one of some countries that economic growth grow big in nowadays, India goverment effort to developing their tourism for push economic growth. Diversity of culture and custom in India attracted many tourist from over the world to come in india. India consists of Northern India, Western India, Eastern India, and Southern India. Developing tourism industry in India be focused in Northern India and Southern India because Eastern India and Western India happen a conflict. Northern India is is called Magical India because it is a favourite tourist resort in India. In northern India there is Taj Mahal that become one of 7 wonders in the world. Historical Tourist places in India such as Agra, Jaipur, New Delhi, and Kanjuraho. Pilgrimage tourist places in Northern India such as Varanasi, Beanares, Allahabad, Jama Masjid, and etc. Adventures sports such as Skating, River rafting, Mountaineering, Trekking, and etc.
Northern India nad Southern India is separated by Vindya mountain. Southern India often called virgin of India because noy yet be invadead by anypower. So cultural and custom in Southern India still virgin. Northern and Southern India is different in their cultural and custom but both of them order a incredible of India, so India often called Incredile India. Southern India have many of temples such as Guruvayoor Temple, Kalpathy Temple, Meenakashi Temple,and etc. India also have many of monuments such as Gol Gumbaz, Mysore Palace, and etc.
Both of them, Northern and Southern India create A incrdible India tahta unforgetable.
Goverment nad private together developing tourism industry in India but goverment that decide a regulations. That regulations is used to protect India people from not health competition in India tourism between capital owner wih poor people.
For two level game theory, India goverment effort developing India tourism not in domestic market but alaso in international market. For example India have tourism agrement with Polandia.
For increasing tourism Industry in India, government with private sector held SATTE In New Delhi during 15 years and also held Great India Travel bazaar in Jaipur India. The purpose of those even is to invite Travel Buyer and Travel Buyer In over the world to come to India and then developing India tourism industry.
Nowadays, tourism service in India can be called not yet satisfiying, For it India goverment together private sector effort to developing tourism service such as build hospital with international standard and build some road and repair some road that damage.
India have cooperation with other contry for developing India tourism industry. Since 1998, India have cooperation with Polandia in tourism industry. With Indonesia India have cooperation since 2007. India also have coopertion in tourism sector with Israel, Korea, Japan, Spain, etc.
Beside bilateral cooperation India have also have cooperation in tourism industry in regional and multilateral forum.
In 2002, Income of India from tourism sector just 3 Billion Dolar, but in 2007 increase until almost 12 billion dolar. Goverment of India formulating basic of suistenable tourism in some regulations. That regulations contain Tourism in India focused in Domestic Tourism, create tourism integrated contact in India, and etc.
Decrease Hotel tax also be hold to push India Tourism Industry. Incredible India with any negatif and positif value, but constant push many person over the world to come to India.
Secondly i willl describing concept and implementation tourism Industry in Costa Rica. Yesterday Costa Rica is a province in middle America under colonialism of Spain. Costa Rica get independence in 1821. Costa Rica is located between Panama and Nicaragua. The capital City of Costa Rica is San Jose. Market of Costa Rica Tourism mostly from US, Canada, and the Europe. Circumtances in Costa Rica that safe, not happen instability political, and The tropical Forest make many foreign Tourist over the World to come in Costa Rica. Beside that Costa Rica also accesable and internationally tourist facilty that make tourism in Costa Rica have positif value. Developing Suisteanable Tourism in Costa Rica be focused on Ecotourism Tourism. This is because Costa Rica have many national park, virgin jungle, anda have many beautiful beach. Mountaian Tourism places in Costa Rica such as Rincon de la Vieja Volcano,,Ordeillera de Talamanca,Poasa and Etc. Rincon de la Vieja is the biggest mount in Costa Rica.
Beside that, mountain usually be used for National Park. More tahan 35% of Costa Rica Region is National Park. Costa Rica also often be used of many naturalist to observe some animal and tree. Nowadays there are 25 National Park that authorized by Conservation Area National System.
Beach tourism places in Costa Rica consists of 4 area. There are beach in North Pasific, Beach in South Pasifik, Beach in Midle Pasifik, and Beach in Karibia Sea. Beach in Karibia Sea is the most beautiful beautiful beach area in Costa Rica.
To developing suistenable Tourism in Costa Rica, the goverment do some strategy such as create costa Rica Tourism Board, implementing Certification in Suistenable Tourism, create good governance and democratic Goverment and increasing eduacational quality.
In Two level Theory context, costa Rica held cooperation in Tourism Tourism with EU, USAID, and with People Republic of China.
Costa rica as a pionner of suistenable tourism make this country attaracted many foreign Tourist to come to Costa Rica.
Finally I conclude that there are diffrences concept and implementing Suistenable Tourism between India and Costarica. Those differences are
1. India Focus in Cultural and MICE Tourism and Costa Rica focus in Ecotourism
2. Tourism Facility in India not yet complete and Tourism Facility in Costa Rica can be called almost complete
3. Implementing environment conservation in Costa Rica better than India.
4. India have more many cooperation in Tourism Industry with other countries than Costa Rica
5. Indaia focus in Domestic market and Costa Rica Focus in Foreign Market
